Valerie Plame (Naomi Watts) es agente de la CIA y su trabajo consiste en evitar la proliferación de armas. Dirige una investigación secreta sobre el tema del momento, la proliferación de armas de destrucción masiva en Iraq, pero su propio marido se ve envuelto en la historia. Diplomático de profesión, Joseph (Sean Penn) tendrá problemas con la administración Bush, que se negará a admitir sus conclusiones para seguir justificando el inicio de la ofensiva bélica, con lo que decidirá reaccionar mediante una fuerte crítica en el 'New York Times'. Se iniciará así una etapa de mentiras, conspiraciones y tapaderas de la que Valerie será la peor parada, debiendo demostrar a todos su servicio al gobierno estadounidense y recuperar su reputación, su trabajo y su familia.
